SSN without work permit

To receive food stamps, you must follow these steps:

1. While in quarantine, contact DSHS/HRA/DSS (also known as Welfare) and ask for food stamps.

2. To get food stamps or cash benefits, you must provide your SSN or a document from the Social Security Administration showing that you do not have an SSN. Ask DSHS/HRA/DSS to send you a formal request for a non-working SSN.
  • In Washington State, this request is called a DSHS LETTER REQUESTING A NON-WORK SSN (DSHS 14-517).
  • In California, Sacramento: SC 194 B.
  • In Los Angeles: PA4013 (07/09) or mc 194 07/12.
3. Wait for this request to be signed and receive the original letter.

4. Take this form and contact the Social Security Administration to request a non-work SSN or a NOT VALID FOR EMPLOYMENT SSN.

You will need the following documents
  • Proof of identity (passport, state ID, driver's license).
  • Proof of age (passport, birth certificate).
  • Proof of immigration status (Form I-94 or other documentation from DHS).
  • Official request from DSHS/HRA/DSS for a non-work SSN for benefits.

If an appointment cannot be made, an application may be mailed.
